Rowland is also accused of pitching a similar phony consulting deal to Mark Greenberg during his unsuccessful 2010 race for Congress in the 5th District. Greenberg, who said he rejected Rowland's offer, is identified in the indictment only as "Candidate 2."
But Greenberg has acknowledged that he testified to a federal grand jury about Rowland's consulting proposal. The grand jury was dismissed Thursday after spending two years investigating campaign reporting violations.
In both the Greenberg and Foley campaigns, Rowland is accused of approaching the candidates and offering to act as a secret, paid political consultant. The seven-count indictment charges that Rowland proposed that the campaigns sign consulting contracts that would hide his role as political adviser. The indictment also accuses Rowland of seeking to channel his consulting fees through businesses or institutions not affiliated with the campaigns.
